Investment plans for Mayo hospital include new adult mental health unit

The Saolta University Health Care Group has today furnished a report to members of the HSE West Form on key infrastructural developments at Mayo University Hospital (MUH).

The details are listed, as follows, under a number of different headings.

1. Mayo UH - ED MAU project

Progress: Stage 1 project design is complete.

Plans for an extension to the emergency department (ED) in MUH are a priority for the site. The project will consist of seven new assessment and treatment spaces in the ED.

A new first floor medical assessment unit will also be constructed, which will provide an additional 10 assessment spaces for unscheduled care services.

Stage 1 preliminary design stage has been concluded for the ED/AMU development at MUH.

In addition to scheme development, this involved detailed analysis of existing site survey information and development of a phasing strategy to work around the existing busy hospital activity and to establish impact on budget estimates.

Public spending code requirements need to be satisfied to complete the approval process.

The next stage of design to prepare the planning application and other statutory applications for the Fire Safety and Disability certification commenced in June 2023.

The expectation is to be ready to submit these statutory applications to Mayo County Council in late 2023.

The fixed project deliverables are laid out below.

a. The accommodation layout plans for the project have been fixed in collaboration with MUH staff.

b. The strategy is fixed for the M&E servicing of the new build and refurbished area. This includes energy improvements for the project building elements in line with building control requirements

c. This establishes the enabling works packages, relocate temporary prefabs for ongoing use by MUH, relocate emergency ambulance setdown and parking, on-call parking, dust control measures, establishes the work zone for crane and site setup adjacent to build area and a remote site compound area for the contractor, abnormal site service diversions costs - for roads, footpaths, drainage, watermain, gas mai and, electrical supplies.

d. Establishes methodology and associated costs of works phasing/ sequence, to enable the works to progress safely alongside the operational environment.

If all approvals are forthcoming allowing progress through the design and construction stages in a timely manner, we aim to complete the project within 3.5 years.

2. MUH Ward block

Progress: Ready to commence HSE capital funding application process.

The four-storey ward block aims to deliver three wards, each with 30 single bed en-suites across three floors.

It is proposed to also include a ward for Acute Mental Health with 25 beds on the ground floor.

This block is the solution to addressing the cramped, dated, poor quality multi-bed wards on the site.

It will also address the single room en-suite deficit at MUH, while increasing bed capacity.

The scheme size has been tested at a high level, reviewed with the town planners and is subsequently in discussions for consideration in the Castlebar Area Development Plan process.

The project is now ready to commence the HSE capital funding application process for the provision of a new build 4-storey ward.

3. Replacement CT scanner

Progress: Construction underway with completion due for Q4 2023.

A second CT scanner is planned for the Ground floor across from sensory Garden near Acute Units and ED.

Construction of an extension is underway for a new CT and ancillary rooms.

The project has experienced procurement and supply chain issues particularly for mechanical and electrical plant and equipment items. It is envisaged it will still be completed in in November 2023.

4. Aseptic Oncology Compounding Unit - Replacement/ upgrade/expansion

Progress: Works underway.

This plan will address the significant compliance, safety and capacity issues with the existing aseptic unit.

Short term and long term options are being developed. It is intended a business submission will be made for capital funding support in August 2023.

5. MV/LV Electrical Upgrades

Progress: Project Underway. Phase 1 works complete and Phase 2 has commenced.

This is a significant electrical enabling works project for the site which upgrades the hospital electrical infrastructure in terms of safety and resilience that supports ongoing activity and planned developments.

This is necessary to power the ED MAU and other developments planned for the site such as the ward block.

6. HSSD Upgrade

Progress: Works underway.

A project is underway in HSSD that significantly updates, upgrades and replaces key sterilisation equipment at MUH.

It is a phased (complex) project being undertaken in a sensitive operational environment.

Working with the hospital and contractor it is expected to be completed Quarter 3/4, 2023.

Other Key infrastructural projects that enable and support the Operational Service - underway/ planned

• OPD/ ECC options being developed.

• Fire safety Compartmentation, priority programme being developed – funding for basement compartmentation to be sought in 2023.

• Medical Gases – priority upgrade project coming to conclusion (emergency work during Covid required).

• Mortuary upgrade works programme being developed.
