HSE welcomes publication of HIQA report on Moy Services in Mayo

The HSE has welcomed the publication of a HIQA inspection report at Moy Services - a designated centre in Mayo managed by the HSE providing a full-time residential service for five adults with an intellectual disability.

HIQA undertook an unannounced safeguarding thematic inspection of the centre last April, with the report published on the HIQA website this week.

Moy Services comprises of two separate houses. Residents have their own bedrooms and access to communal spaces such as the kitchen and dining facilities. Residents are supported by a staff team of social care and healthcare workers who are present in the centre during the day and at night.

The HIQA inspector found that 'overall the residents living in Moy were receiving a safe and person-centred service'.

The inspector undertook a walk around of both houses and 'observed a clean, spacious warm homely environment that appeared to meet the needs and numbers of residents'.

“Staff were found to be knowledgeable about the needs of residents, their individual communication preferences and the supports required,” the report stated.

Nine regulations were inspected - five were complaint, one (Protection) was not compliant and two (Governance and management, Positive behavioural support) were substantially compliant.

In a statement, the HSE said the following are some of the measures that have been put in place to provide a safe service and to ensure compliance.

Protection: The Person in Charge has reviewed and implemented all safeguarding plans within the centre. Critical improvements in safeguarding protocols and management oversight are being revised and put in place to ensure full compliance with regulatory standards and to uphold residents’ rights and safety. All incidents will be triaged and reported to the Regulator and the National Safeguarding and Protection Team within the correct reporting time frames. All staff have completed mandatory in person training. When there is an open safeguarding concern, a safeguarding audit will be completed by the Designated Officer.

Governance and management: A system has been implemented within the centre to ensure access to all records should the Person in Charge be absent. Safeguarding incidents are reviewed in line with the HSE’s Safeguarding policy and all actions are evaluated and completed as required.

Positive behavioural support: A positive behavioural support plan has been developed to include key points of risk assessment, proactive and reactive strategies which all staff sign once they have read the plan. All behaviour support plans will be presented at meetings and discussed in detail.

The HSE remains committed to delivering safe, effective, and compassionate care and will continue working with HIQA to implement and sustain improvements.
