CPO published for south Mayo road junction upgrade

The compulsory purchase order in respect of a road junction upgrading in south Mayo has been published by Mayo County Council in this week's issue of The Connaught Telegraph.

A section of the N17 National Primary Road between the junction with the R320 Regional Road at Lisduff and the junction with the N60 National Secondary Road at Clare, immediately east of Claremorris town, was identified by Transport Infrastructure Ireland (TII) as a High Collision Location (HCL) in accordance with TII’s HD 15 Safety Ranking Assessment.

Arising from the TII assessment it was decided to undertake upgrade works to improve the junction at Lisduff.

Funding for the N17/R320 Lisduff Junction Upgrade project was allocated by TII under HD15 and HD17 Minor Works on National Roads and planning and design for the project commenced in 2018.

The project will comprise of the upgrade of the existing at-grade junction of the N17 National Primary Road and the R320 Regional Road, south east of Claremorris to a compact grade separated junction.

The proposed new junction layout will eliminate right turning traffic movements at the junctions with the N17 and will provide left in/left out traffic turning movements only with the N17.

The proposed development, which is located in the townlands of Clare (E.D Claremorris) and Lisduff (E.D. Ballindine), will consist of the following proposed elements:

• Realignment of existing N17 West junction with R320 Regional Road to form a compact connector road.

• Provision of N17 East junction with compact connector road to proposed eastern roundabout.

• Provision of 0.31 km link road including overbridge between existing R320 regional road and proposed eastern roundabout.

• Provision of 0.54 km link to L-5565-0 existing Meelick More Road.

• Overbridge structure to be constructed over the existing N17 to carry the proposed R320 Link.

• Provide 2 no. roundabouts on existing R320 regional road (western roundabout) and at junction of N17 East compact connector, L-5565-0 Link and R320 Link (eastern roundabout).

• Provide local collector road for properties on north side of L-5565-0 Meelick More Road with one junction on realigned L-5565-0.

• Closure of the existing N17/L-5565-0 Meelick More Road junction.

• Drainage including the provision of culverts where necessary and incorporating Sustainable Drainage Systems (SuDS).

• Earthworks.

• Roadworks, road pavement, traffic signage, and road markings.

• Access and Accommodation Works.

• Ancillary Road Works.

• Utility Diversions.

• Provision of public lighting at the 2 roundabout junctions.

• Traffic management.

In accordance with Part XI, Section 179 of the Planning and Development Act 2000, the Planning and Development Act 2000 – 2019, Part 8 of the Planning & Development Regulations 2001, as amended, and the Planning & Development Regulations 2001 – 2019, Mayo County Council published a public notice of the proposed development in the Western People on October 14, 2019.

After a period of public consultation, during which submissions and observations with respect to the proposed development were invited from members of the public, a report was prepared and presented to the elected members at the Claremorris/Swinford Municipal District meeting of Wednesday, February 5, 2020.

The elected members considered the proposed development and resolved to approve the proposed development without modification.

Following approval of the proposed development, Mayo County Council on June 16 made a Compulsory Purchase Order to acquire the land for the project.

The council published the Compulsory Purchase Order (CPO) for the N17 / R320 Lisduff Junction upgrade in this week's (June 23) issue of The Connaught Telegraph.
